Slots only plan is meant to be easier to sell to the anti-gambling part of the state population, and can win some additional votes. On the other hand, Ohio gambling supporter find this plan less attractive that full gambling legalization. They do not see much difference between slots only and full gambling casinos. However, these people will most probably vote for any kind of gambling legalization, and the slots only plan has more chances to win the voting.
Up until now Ohio citizens went to other states to play in casinos. According to the estimations made by the track owners, if this slots only plan will be approved, the budget of the state will receive about 500 thousand dollars a year only from slot machines installed at the tracks.
